Understanding Martyn's Law:

Martyn's Law is an essential piece of legislation introduced by the UK government in response to the need for enhanced security measures in premises with public access. Named after Martyn Hett, a victim of the tragic Manchester Arena bombing in 2017, this law emphasises proactive prevention to protect individuals and communities from terrorism. It is currently under parliamentary review and, once passed, will affect over 250,000 locations across the country.

Tiered Requirements for Enhanced Preparedness:

To ensure appropriate and proportionate security measures, Martyn's Law establishes two tiers of preparedness: Standard Tier and Enhanced Tier. It is essential for businesses to understand the requirements associated with each tier.

  • Standard Tier: Businesses falling under the Standard Tier, which have a maximum capacity of 100 people, will be expected to conduct a Terrorism Evaluation and implement simple, low-cost preparedness measures. This may include training staff to identify potential threats, creating a lockdown plan, and ensuring accessibility to first-aid kits.
  • Enhanced Tier: Establishments categorised under the Enhanced Tier, which have a maximum capacity of 800, will face more stringent expectations. They must perform a comprehensive risk assessment, develop a Security Plan incorporating appropriate mitigation measures, and assign a designated Senior Officer to oversee implementation.
